I am using a laptop as second screen (via this windows thing) and i want to change resolution from 1920x1080 to 1080x1920 in windows settings, and i cant find one, or find a way to add new one. And i know that i can add custom resolution in nvidia control panel, but the panel doesn't detect the second screen (i think it's normal since it's connected via windows app). Is it any way to add custom resolution in windows settings?

Based on the resolution, you want to rotate your screen 90 degrees? No need to add a custom resolution for that, just rotate it:

yeah, i want to rotate it, but the thing is that my laptop screen is also rotated so it'll be easier to use laptop without rotating my head too, i'll link a picture of what i mean in few minutes.

Yes, i mean i can rotate screen of laptop, and then it'll look normal, but the thing is that i want it to look normal and don't rotate the laptop screen

Look at the link. It tells you how to rotate the desktop's orientation in the Windows settings. So that the pixels on the screen match the physical orientation of the screen. That's exactly your use case. If you rotate your monitor 90 degrees, you use this setting to change the desktop's orientation to match it.
