Visual studio background download

Does anyone know what this does and if it can be turned off?I've noticed this process appear many times while PC is idle (it also causes high disk usage).

Are you certain you are on visual Studio and NOT Visual Studio Code. Visual Studio should not be downloading anything in the background while you have a project opened. Although Visual Studio should not be downloading anything your addins / extensions can be downloading the the background at any moment unless you disable their auto update individually. Again those by default are disable unless you modified a setting. There is some know issue with corrupted setting files after trying to import a setting from an older version of visual studio.
