Is this your own lab, or are you doing this for a company? 

 

Reading that error, it sounds like you are exceeding your core Quota.  If you are trying to start a virtual machine, I believe DAv4 is a higher-end core and you may not have access to these as part of your subscription.  

 

Let me know what your subscription is, you may have to switch to a different pricing plan, or discuss this with your procurement/service delivery team if you are working for an organisation. 

 

For the meantime, try and set-up a low-end VM and see if you are able to.  I don't do much with Azure unfortunately, I'm definitely heading that route, but I'm not able to help too much I'm afraid.

Hi there. So im doing thos on a "Student" account to learn Azure since i study IT. The server program ive chosen "2 cpu, 8GB RAM, and so on, is the lowest i am allowed to choose with my subscribtion, i can't choose anything less

That is pretty interesting, this may sound like a dumb question but have you activated your Azure subscription? 

 

If that still doesn't work, we may have to work on configuring and starting an Azure VM via command-line.  You can do it by remoting in and using some Azure Powershell Cmdlets, it would be good experience as well. Terraform and Ansible are often used to automate cloud infrastructure. Infrastructure as Code they call it.  Fun fact of the day LOL

i just checked and my subscribtion is active, so it's not that
