ups starting up question !!!important!!!

guys i took the powerwalker 850 se and i just unboxed it.

my first step is to charge the battery i know that 

so i plug in the ups power connector to the AC but i have no response(i mean no led open or some sound...nothing)

maybe i should press the power on button?
but take a loook of my manual it says that what i have to do is ONLY to connect the ups to the AC

try powering it up. my UPS is failing on doing it's job. PC shuts down when power goes out even when plugged in the UPS.
