Audio leveler for multiple simultaneous programs?

I'm thinking mostly in terms of listening to music with games. Burnout Paradise for instance is insanely quiet, so I have to max my system volume (which normally sits around 30-50%) and then further increase my AVR. So by association I need to turn my music volume down to like 5%. It would be nice if I could just boost audio on a per program basis. I don't want to use normalizers because they tend to just kill dynamic range, I just want it to gain up the master volume output to a value I specify. Most preferably in a fashion like RTSS I can just save the values on a per application basis that automatically applies it when the game boots.

Windows does this automatically in it's volume mixer

*Edit, I guess more specifically, I'm looking for something so I can just tell certain programs to have a +20dB boost. In my example I would need to max out the slider for Burnout while having the rest of my system around 5% (instead of DB measurements) and still need to further increase my AVR volume, and then once the game is closed I'd need to turn my AVR back down and increase my system volume to normal levels.

 

I have this Orban Loudness Meter so I can fairly accurately measure the peak volume and perceived loudness, and it would be more convenient to do dB changes instead of random percentages that max out at 100.

That's more along the lines of what I'm thinking, but I'm not big on spending $16 on it.

Hmm. Seemed like it had a minimum cost on it.

Yeah, I don’t know. I was definitely on a page with pricing that showed Voicemeeter being 15 euros.

Yeah, after messing with it, it's not what I'm looking for. It's mostly for input/output via recording and microphones, which is cool, but I'm looking for something that will independently change program volume output, like the MS mixer does, but with more control. I don't really use a microphone outside of ARMA occasionally. The closest I can get in VoiceMeeter Banana is setting my music player (MusicBee) output to VoiceMeeter Aux Input. But then everything else just goes to the standard VoiceMeeter input, so it's not really any more useful than just changing the volume in MusicBee. The only advantage is that it's in dB measures.

I used to know software that would level all your MP3s (possibly by recording an offset table). I also tried something (probably built-in in audio drivers) to normalize sound ouptu in real time, but it lead to things sounding strange to me (I guess it managed the volumes differently than what I wanted to achieve). Is that the kind of tool you are after?

No, music normalization is it's own thing, and I've already done that. I'm just looking for something that will increase the master dB gain on a per program basis. As Buck mentioned, this is mostly attainable in the Windows volume mixer, each app or program has it's own slider, but it's inconsistent and doesn't run off a logical dB scale, just a percentage measure from 0-100.

Typically when you have something do normalization it affects the source material, instead of just a straight gain increase and can kill dynamic range,
