I'm new to building PCs, but I would like to give it a shot considering there's no exciting launch games for the PS5 imo and I don't plan on buying one until Bloodborne 2 comes out (Or another equally tempting exclusive). I've bought myself a Ryzen 7 3700x CPU and a new case but haven't picked up a graphics card or a mobo yet. Should I stick with the B450 Tomahawk MAX that I see a lot of people recommending? My plan is to pick up a 2080 Super when the 3000 series come out and the price drops, but I am in the same state of mind to get an X570 in case the 3000 series performs exponentially better. My main aim is 4k gaming at 60fps on the new monitor I bought. Hope you can help me out!

Get a x570  mobo its gonna be worth it and knowing those boards are cheap to buy too like 50-20 USD difference  from a b450 board. You'll get PCIE 4.0 TB3 support you can get better over clocks with a better mobo and you don't need to update the BIOS in order for your mobo to be compatible with the 3000 series CPUS.

edit: I found out that an MSI b 450 mobo vs a MSI x570 mobo has a price difference of 30 usd.
