Decent 120mm dRGB case fans?

I am a full on Noctua fan(boy :D) but need some advice on decent RGB fans as I am building a system where the person who its for is a RGB nerd...

 

So yeha anything from 10-20€ will be nice and dRGB is a must and it cant be to loud.
