660 Ti power limit question

So I have a Galaxy 660 ti and a Power Edition 660 TI in SLI, and I was wondering why my power editon goes all the way up to 108% power and throttles? While my galaxy only hits 85% even when its overclocked to 1320mhz, and my power edition is overclocked to 1293mhz. My power editon will downclock itself when it reaches 102% power even when temps are under 65C. So im wondering why that is?
