Microstutter problems in relatively new gaming pc

It happens in games such as gta 5, destiny 2 and cod modern warfare. (pretty much every game). When i move my mouse slowly the gameplay just feels choppy and unsmooth BUT i still have good fps. Can someone please help me it would be much appreciated. 
-No fps drops
-Drivers all updated
-tried v-sync, g-sync, every single type of sync
-tried fps capping

SPECS:
Ryzen 5 2600x
zotac gaming rtx 2060
msi tomhawk b450 motherboard
gskill tridentZ RGB 3000mhz c16 RAM

Is your monitor running at 144hz?

You say you have a 144hz monitor but are you set to be using the 144hz? I have this issue myself from time to time where windows changes it back to 60hz and I do feel the difference. Right click the desktop, click nvidea control panel, resolution menu on the left hand side and look through the options under PC to find the 144hz.

yep i checked my nvidia control panel and its at 144hz. also checked display settings and its at 144hz too

Does it look to be slipping frames even tho it dosnt drop fps or does it just look abit blurred?

umm i think that might be happening since frames r not drastically dropping.

Make sure Vsync is disabled and only Gsync is running.

And you are sure its the Game itself and not the mouse input itself?

Run a GPU Benchmark and observe the behaviour there. 3D Mark or an Ingame Benchmark of a Game that has one.
