docker not working

I'm trying to set up a docker container for ad blocking. Every time I go to open the quickstart terminal, it says I don't have virtualization enabled. It is enabled in the bios. task manager also says it's enabled

I have a r5 3600 and a asus x470 prime pro, running Windows 10 Home. I have the last updated docker toolbox version on github

I tried it with and without virtualization enabled, I've reinstalled it 3 times, I've ran it as admin, it still don't work.

Is there something i'm missing?

Do you have any other virtualization program or hyper-v installed?
