Preface: this is my friend's computer, I'm posting here for him with all of the information that he knows.

Every time he turns his computer on, the fans go on and the hard drive whirrs, but there is no diplay output with both the iGPU and the dedicated GPU.

He has tried reseating the ram, reseating the GPU, resetting the BIOS, and cleaning everything, and the monitors + cables are confirmed good.

He has never done any overclocking

 

He doesn't entirely know what he has on his system, so this is the most lacking part:

Intel CPU circa 2016 w/stock cooling

MSI Mobo circa 2016

MSI GTX 1060

8GB DDR3 team ram

EVGA 600B 80+ Bronze

 

 

CPU: AMD 3600X

GPU: Nvidia 3070 (planned)

motherboard: MSI B500-A PRO

memory: G Skill Ripjaws V 2x8 GB 3600Mhz CL16

PSU: EVGA B3 650@

Case: NZXT H510

wireless network adapter: intel ax200

The best thing to do in these kind of issues is unplug the unnecessary hardware. Basically keep only:

 

-CPU and CPU cooler

-One memory module (he could try different DIMM slot)

-Front panel connectors

-CPU power

-24 PIN Power 

 

Tell him to unplug everything else (graphics card, optical drive, HDD/SSD, case fans etc). 

 

If it still doesn't work, he can remove the motherboard from the case and test again just to be sure there's no short caused by the case. If he takes to mobo out, he will need to start the PC with a metal object (like a flat head screwdriver) by shorting the power switch pins on the motherboard.
