A Noctua NH-D15 will match if not beat this cooler at a cheaper price, despite being an air cooler. Unless your going for looks/noise you could save yourself a few bucks

I think a Ryzen 9 3900X and a 2080TI would be thirsty for the 750W, especially given that this PSU offers 100 less watts at $10 more

650w are definitely enough. even 550w would be
