Not for CPUs. The only job of a waterblock is to move heat away from the CPU to a radiator further away, and the block itself should stay very cool. Putting the air-cooler heatpipes under the block would only undermine the effectiveness of the block.

Something similar has been done for graphics cards, the Asus Poseidon series for example-- in that case, it's designed for either stock operation with a normal air cooler or "overclocking mode" with watercooling, but the two don't really cooperate that much.

I have asked this question before and while it got some really unneeded discussion as to "why", the short of it is not really, apart from a CM AIO that isn't really going to perform.

Seems like a waste of time given the size its needs to be. Unless its for low end market and at the price they wouldn't want it. Just like that tec cooler, works for low end but that's about it.
