I am looking to get a new cooler for my cpu, I cannot seem to get my hands on any rubbing alcohol but have found some 70% alcohol wipes. You could use water so long as you make sure it's dry when it's done and you didn't get run off onto the motherboard/cpu traces.

70% is perfectly safe, I use it all the time.
