edit: on most mobos, you can use your bios to monitor voltage, and watch for a 15s fluctuation, but i prefer voltmeter to test under load.

i tried even undervolting gpu to like 100 watts max and it still happens no matter what, in benchmark, any games

Maybe because of the vega 64 bios? I didnt know you can just do that.

But you can also try setting your power limit to the max and lowering the clock a bit

No it's very unlikely a bios problem 

It sounds like a power delivery problem
