Ryzen CPUs are very dependent on memory bandwidth. Low bandwidth (single channel) means low CPU performance. There can still be more factors though

ok so if i was to buy dual channel 8 gigs of ram today will i see my stutters go away?

You might see better performance, you are still only using a quad core so certain games are potentially underserved by the CPU. What is the memory speed?

Dual channel 3000 or higher is basically what I'd recommend for Ryzen in terms of good gaming performance.

Cheap Ryzen with 6 cores is easy to recommend. 

 

Also a 1660 super is highly recommended, usually barely more expensive for much better performance
