Low GPU Usage on low graphics High cpu usage

So here's the problem, when I play games on all super high settings the gpu load goes to 80-90% sometimes 100% and the cpu load drops down to 40-50%, but when I play on all low settings my gpu load goes to 30-40% and my cpu bumps up to 90-100% I would play on all super high but that would blow up my laptop and the framerate is low, and my framerate is also low even though im all low because the gpu load is always low. How do I fix this, how do I balance it out, my laptop is MSI gp72mvr leopard pro.

that is completely normal.

 

you can trey to balance by putting settings on medium-high

I did do medium or high but the fps is low, I want high fps and idc bout the graphics thats why I set it on all low except the resolution. Games like overwatch and fortnite etc..

When I watch people do benchmark in-game on youtube, when they play games on all low there GPU usage is always around 80-100% when I play myself it's always low unless i turn up the graphic which causes my laptop to overheat and lower the framerate.

That's called a bottleneck, when one component is working more efficiently than another causing the other to have to work extra hard to keep up.  It occurs when your system isn't balanced.  When you lower the graphic settings in games, it causes your GPU to have an easier work load, and completing all it's required tasks while using less of it's power.  Since it's working so efficiently, your CPU is now stuck trying to keep up, and in your case the CPU can't keep up with the work load compared to the GPU. 

 

With your setup, "Super High" settings is actually a pretty balanced setup.  You could lower a more demanding parameter like that Anti Aliasing, that might take some stress off your GPU and bump a little bit of your CPU up.  It's all about finding a balance.
