My current specs:
CPU: AMD RYZEN 5 2600 (stock cooler, non-oc)

RAM: 16GB DDR4 3200 MHz G.SKILL RIPJAWS V (2X8)

GPU: ASUS ROG STRIX 1050Ti 4GB GDDR5

PSU: LC-POWER 560W GP3 80+ SILVER - (i plan to upgrade it to a BE QUIET SYSTEM POWER 9 600W alongside upgrading the GPU)

So, i have a few options to choose from and i need advice which one to get, let me know what do you think the BEST deal is.

I've seen that one but i will not have enough money to buy the PSU if i get that one.

Got any used rx580's going around? A rx 5500 has the same performance as that and a used rx580 usually goes for fairly cheap.

I'm not looking to buy used, i'm buying with a credit card with rates.

My friend bought a used GPU and it turned out to be a mining card and he couldn't return it, that's why i am staying away from used cards.

I understand that, but if i buy the 1660 super i won't have enough money to upgrade my PSU which many people called the "bomb".

It's simple then. Just get a rx5500xt or rx580 whichever one you can get in the 8gb version. Your psu won't handle any gpu upgrade anyways so you need a new one to even do the upgrade.

That's why i am planning to get a BE QUIET SYSTEM POWER 9 600W 80+ bronze

oh and i almost forgot i forgot to ask this question:

is there really lots of problems with amd drivers if i don't plan to overclock or undervolt it since i am only interested in putting the card in the pc, installing the drivers and playing games, doing work, etc.

They seemed to have fixed their issues now after their rocky launch. So just DDU whatever graphics drivers you have installed now, put the card in and install the amd ones.
