RAM clock speed lower than expected

This may be an artifact of my relative novice as it pertains to RAM clock speeds, but I've got some RAM (2x8gb DDR4 3600) that I expect to run at 3600 mhz, but it's only running at 1066 mhz, according to CPU-Z.  I tried setting it to run at 3600mhz in BIOS (as opposed to the default setting of Auto), but was quickly and unequivocally informed by the system that I shouldn't have done that, by way of the system not booting and requiring a disk check after reverting the change.  

 

It's safe to say that I'm missing something as far as RAM clock speed goes.  Was I right to try to force it to run at its rated speed and I just needed to put in the correct timings as well (I didn't even check the timings at the time, so I have no idea whether they were right), or am I missing something more fundamental?

That was easy.  I also learned by default that the speed rating of the ram is for the whole package, not per stick ;)
