Need a monitor for my ps4 slim, I prefer small, like 20” - 27” but still cheap.

How cheap any specific refresh rate?

The PS4 cannot go above 60 so anything beyond that is a waste.

It's a console, so 60Hz.

If you can spend more, get a larger LG monitor.
