I need it for video editing and storage (around 2TB file server and a backup). I need to put a GPU in and it needs to have an interchangeable PSU. It will also be good if I can change the case

The hp z400 is old and easily beaten by consumer desktops for the same price that are a few years younger.

The t1650 is a regular desktop computer but instead of a 3rd gen i5 it's a xeon that is identical to one.

The t320 also basically has a second gen i5 in there and is really loud.

 

The only pc that can use a normal desktop psu is the t1650 because well it is just a regular computer that had a xeon slapped in there that isn't really good.

 

None of these computers will be any good for video editing part from the t320 but that workstation does not allow for a standard psu and is really loud so that won't work for you either.

why change the PSU? most of these workstations have a few PCIE 6pins

Why would you want to change them out? These computers already came with their maximum capacity psu part from the t1650. Either way. None of these are worth anything for for video editing as they barely perform better than an old i5.

you'd be better off with a 2011 xeon and board from china or a 1600AF or maybe some other used 1-2nd gen ryzen 6-8 core chip.

Nothing? Save up till you can get something better.

You might be able to snag a i7 second or 3rd gen system that would do the job. Or a better 3rd gen xeon system that has more than 4 cores. Your current computer is basically only 30% slower in cpu performance than these systems you listed. So you could just upgrade that if you wanted as well for 100 you aren't gonna be getting anything that will fulfill the task you need it to do in a decent way.
