Can't change personalization colour

pretty self explanatory. No errors; it ticks the colour box but doesn't change anything.

 

I have tried following advice from other discussions elsewhere and a Microsoft support guy. Checked 'Services' to make sure 'Themes' and 'Desktop Window Manager Session Manager' were running, themes was but couldn't see the other anywhere (https://ccm.net/forum/affich-50432-cannot-change-the-colors-of-windows). 

 

The microsoft support just got me to run that CMD thing to check for corrupted/missing files to replace them. didn't work.

 

Any advice would be appreciated,

Fully activated windows. Don't want to reinstall the whole thing and the repair didn't work.

 

Unless the repair on their website is different to the cmd command?
