Ssd keeps reverting to frozen

I just finished putting together my first build. Went to install windows, no drives. Keeps saying drivers are not installed. I go to check the ssd and hdd, both show up in the bios, but ssd is frozen. I've tried securely erasing the Ssd, but it reverts right back to frozen. What am I doing wrong? Please help me, I'm about to lose my mind.

Have you changed the boot order, so that the computer is looking at the USB installation media to boot up?

Tried that. The ssd still shows up as frozen. Could it not be getting enough power?
