New build DRAM light on

I finished my build and everything seemed right until I got to installing windows. during windows set up my monitor and keyboard/mouse go off and the orange DRAM light flashes continuously.

I tried moving the ram sticks and boothing with only one. The pc would booth again and then do the same thing again few mins later. 

Anyone know what could be causing this?

You installed the cpu correctly? Thermal paste etc.

CPU seems to be fine on bios and the thermal paste was already pre applied to the cooler.
