I check it in nzxt cam and last time i checked in speccy.

Right now you are running in 2133 mhz. Try turning on the xmp profile in the bios. That will set it to the rated speed. If you see either 1600 on the software you are using, then its running at 3200mhz.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

Normal.  DDR - Double Data Rate memory.  1600 x 2 is 3200.  I run a 3200MHz 16GB (2x8GB) kit as well and mine shows the same.  Now if your original post is correct and it says 1066 somewhere, not 1600, you might have an issue.

 

Also...they made 1070's with only 4GB of video RAM?

Just run GPU z, and or CPU z that will tell you the actual stuff as well as the actual memory speed.
