Alright so i couldnt figure this out myself and google also didnt help, neither did a restart.

What i did was try to shrink a volume so that i could add another partition in windows' 'create and format hard disk partitions' app. However after i changed the size i wanted, etc and clicked ok, the window froze. i left it for a good 30 minutes, and as i wasnt making that much of a change to a relatively small drive and as such would definitely not take that long, i closed the window and tried to reopen it and see if that would do anything. However it couldnt connect to the virtual disk service or something to that effect. Restarted pc, and now the drive in windows file explorer has shrunk to what i wanted, however in the partition window i used in the first place to shrink it, its showing the volume as not shrunk even though its not full capacity, will attach screenshot for reference.

Is there anyway to resolve this without w iping the drive as i dont have any space on other drives to back up data. Hopefully its not just me being a moron. Thanks in advance for any help given.

Resizing drives while in use or with data on them is difficult. You can use GeParted from a linux live disc, like ubuntu for example to repartition that drive but I would bet that data is gone. Windows disk manager has been one of those relics that admins were asking for the be replaced years ago.  Either try linux and geparted or reformat the drive and then partition it the way you want to.

Does diskpart show the correct size?

Win+R > diskpart

Run the following commands to show partitions on DIsk 1 (D drive)

select disk 1
show partitions

After selecting disk 1, it confirmed the disk, then i typed the show partitions command but it just gives me a list of other commands, doesnt show any sizes or partitions.

Well it appears it has not resized then. I would say try resizing the partition again in Disk Manager if it allows you to.

If not do as Applefreak suggested and use GParted live USB to resize the partition. 🤷‍♂️

I went to try and resize it again earlier but even though it shows the full size, the resizeable amount is what free space i have left after the last partition didnt work.

For reference it is a 480gb with less after formatting, and it had around 85gb free when i tried to partition 70gb of it. So even though it shows the full drive size it now says the 70gb i tried to partition is used and the remaining bit i was leaving free is now all that is free. Another Screenshot for reference.

Also dont mind drives V and E they are externals, trying to do what i can with my data before it can get worse.

What is New Volume V: then? The screenshot in your older post is different then the you just posted above.

V is another partition on the E drive i partitioned a while ago, trying to get off what i can before i possibly need to do a full format on it to fix the problem.

You could try GParted, it may show the unformulated space.

From in a linux distro you mean right? i was gonna do that first before i did a format or anything but since backing up to a disk will take a while ive started on moving stuff now
