so i this 10 yr old desktop with an e2180(2core 2.00GHz) and it is always at 100%cpu usage even when i have just one chrome tab open. but my sister has a 1 yr old laptop with an i3-4030u(2 cores 1.9GHz) so why is it that although my e2180 has the same no. of cores and a higher clock speed, my desktop is much much slower?

architecture, fsb, ips, older ddr. 

 

There's a few reasons, but basically, per mhz, the newer chip can process more instructions than the older chip.
