Computer randomly starts stuttering?

I am having a weird issue that is hard to explain. When I start up my computer it runs fine but after awhile (it feels random) it starts stuttering. Every time it has happened so far I have been just watching YouTube videos. It doesn't seem to stop until I turn off my computer. It won't let me just reset it either I have to manually hit the switch. I checked my cpu usage and all of that and it is no where close to maxing out. Temperatures seem normal as well. I ran a virus scan and all of that and didn't find anything out of the ordinary. I just changed a bunch of components as well.

 

Motherboard: MSI x570 gaming plus with most recent bios. *brand new*

 

Graphics card: ASUS 1070 turbo

 

CPU: Ryzen 7 3700x *brand new*

 

CPU cooler: CoolerMaster Masterliquid ML120L RGB *brand new*

 

RAM: G.Skill RipJaw V series 2x8GB 3200mhz (xmp enabled) *brand new*

 

Power supply: Corsair RM 750x

 

Memory: Samsung 970 evo 500gb m.2 (boot drive)

Samsung 850 evo 500gb ssd

WD1003FZEX 1TB HHD

Try reinstalling the latest drivers for your graphics card. If that doesn't work try booting into safe mode.

Ok I will try that but whenever this happens I just noticed that my cpu runs at half the performance in CPU-Z benchmark.

Maybe not half but it is really far under the reference 3700x
