Modern Warfare stuttering

I am having strange stutters while playing Modern warfare. Cpu nor GPU are at 100% though i never have a smooth performance when playing this game, my specs are Ryzen 7 3700x with 32 gigs of ddr4 ram, and a 2080 super. I've tried a ton of different solutions turning down graphics to disabling specific settings and all sorts of things and i still keep getting constant and random stutters andy help would be awesome.

@Kimbjcl Probably something running in the background like Antivirus scanning files as u go.

Just curious, what does your resource monitor say about your ram usage? How much of it is being used by standby memory? Just type 'resource monitor' in the task bar and click on the app when it pops up.

I always check for new driver updates and never leave anything running in the background, and the total ram usage is steady around 40%.
