The maximum reported in TaskManager it means cpu multiplier * Bclk (Usually 100.0 mhz for intel and FSB 200Mhz for AMD) but it actually doesnt mean anything for you,if you want to know the real maximum frequency of your cpu use cpu-z or aida64.Why? because all newer cpu-s  have turbo boost or so and TM doesnt read turbo boost at least on mine it doesnt.I set my cpu at 36x multiplier while the cpu stock multiplier is 32x and this is what i get:

So you can safely ignore it.
