Asus dual rtx 2080ti faulty

i have found a cheap rtx 2080ti but the seller says its faulty it is detected by gpuz and windows but does not output a display and only one fan spins. i wondered if any one else had experienced this problem and could give some idea on how to fix it. it costs $500 or £400

these are the only photos i have but can ask for more if it would help

considering the guy could have sent it in to be repaired for way less than the delta between what selling for and typical worth, its likely a scam and i wouldnt touch it with a 10ft barge pole. they know more about it than you do and woudnt sell it for a loss
