GPU not running at 100%

I was playing a game when my fps started to drop. I checked and my GPU was only running at 9 percent. Can someone please help me fix this?

Well when did you check? After quitting the game? If so, that's why you see only 9%. 

Also we need more information including system specs, the game you're playing, and when it happens.

the cpu was also relatively low so im pretty sure it's not bottlenecking

I was playing minecraft. It starts to happen when my laptop starts to get hot. I have a predator helios 300 with a gtx 1060, intel i7 7700hq and thats all i know.

Minecraft doesn't use much GPU at all (unless you use certain texture packs or shaders). Check if at least 1/2 or more cores are at 100% and you're good.

none of the cores are running at 100 percent. Even if they were it still wouldnt explain the fps drop. When this happens my fps drops down to 9. I dont know if this helps but my laptop can reach around 200 degrees farenheit sometimes

None of my cores were running at 100 percent
