My PC in question is a HP Compaq 8200 elite. I have ssd FYI. Currently I'm looking into getting a GPU that doesn't require a 6 or 8 pin cable seeing as I have no more cables left so I'm looking at the GTX 1650 seeing as I've heard I don't need either. My question is is this correct and if so, can it run VR fames such as H3VR (just a little something extra there) even if I have to have potato/lowest settings.

As far as the spec sheet reads, the Compaq 8200 elite supports at best an i7-2600. Expect that to hold you back in VR gaming. The 1650, relatively close to the 1050 ti in performance, would also be insufficient for VR.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

so you could run a 1650 super and use a sata to 6 pin as the card barley draws any extra power.
