Hard to explain problem

I say hard to explain cause I can't think of how to define it, which makes it very hard to try to look up online about it, considering I can never count on anyone here responding to anything I ever post.

 

The problem I'm having can be viewed here with this program,

Where the screen spazzes up like that. The program there is the Protocases designer tool, that being the first place I noticed this issue (and the best one for screenshots to show it). I tried updating everything I could, even doing clean installs of graphics drivers.

 

Another example is this here, if I try using Runelite to play rs,

Really hoping someone can help me out with this problem, though I doubt it considering I've come to view this site as useless when it comes to getting a response, more so getting one that's helpful. I've even tried doing reset pc in windows recovery but still nothing.

I would really like to help you but I haven't seen this problem in at least a decade. It used to be a 2d (yes 2d not 3d) acceleration problem when the rendering was done by the cpu instead of the video accelerator. Also sometimes it was a simple scaling issue with some higher resolutions. Maybe run the affected applications at a lower resolution. Maybe try a 16.9 or 16.10 resolution to begin with. It could also be on the other end, meaning your display, so either overdrive or a too aggressive refresh rate may cause distortions as well.

I thought that could have been a possibility, the monitor I'm using is a 2560 x 1440p g-sync panel at 165fps. I have tested things out with setting it at 1080p @ 60fps but still the same issue.

The only solution I can think of is to use DDU (Display Driver Uninstaller in Windows Safe mode) and delete the driver then reinstall a fresh copy and see if changes anything. Your issue is commonly known as "Screen Tearing".

Speaking generally about posts that don’t get responded to:

Things that don’t get responded to generally are either so specific that no one has experience with a problem.  “This particular specific model of monitor has an issue with a feature few owners even use” for example.  Also erudite stuff is liable to sit for a while.  Another one is when people don’t give enough information about a problem, or they have problems describing it in a way that allows people who do know the answer to find out what is going on quickly.

I’m not especially computer knowledgeable.  Especially compared to

many others here.  Frequently all I can do with a tangled post is ask leading questions that get the kind of information others might need, or work through the problem and describe it in a way that the more knowledgeable can access with less trouble.

I posted this on Tom's Hardware and got a similar suggestion. I finished doing all that, and then downloaded and installed drivers straight from Nvidia's site but still having that issue.

perhaps, I just have poor luck with finding help for these kind of things.

also if the issue is screen tearing, is there anyway to fix it for typical programs that aren't games?
