Monitor buzzes and "restarts"

Whenever I try to connect my monitor to the power plug it just gives some kind of buzzing sound and the power light goes up for around 2 seconds and then turns off and lights up again after a second, feels like the monitor crashes and then tries to restart itself.

I recieved that monitor so I don't know what happened to it in the past.

Monitor info: Sense 21.5 inch LED monitor. Model: M2285B
