Network streaming Issues- Sick of it at this point

I'd love some help troubleshooting HD streaming issues with my powerline network. I've had problems with this for months, and really just want it to start working at this point.

So here is a diagram of my network: Network.png

 

Simple enough set up, but I am having really bad issues with streaming HD video. I'm getting stuttering, freezing and sometimes the video will go back about 10 seconds and loop that ten seconds with the audio continuing as usual. This happens on both my gaming PC and HTPC, so I don't think the PC's are the problem(HTPC is a Phenom II x4 840 3.2Ghz, and 4GB ram with a 6770, and the gaming PC is in my specs). The server is a core 2 quad 2.6ghz with 4Gb ram, 64gb boot ssd and a WD green 2TB for storage, I also added a gigabit PCIe card to it. 

 

The router is a cisco ISP provided one, which I had been blaming, but was replaced by the ISP recently because it was cutting signal to both LAN and WIFI- this cannot be replaced because I have a fiber connection and it uses a co-axial (or similar) connection, it doesn't have bridge mode either. Note that I am still experiencing these drops now and then, but I am not sure If it happens to the WIFI as well- I'll check next time it happens. 

 

Please note that each PC is in a different room, with the gaming PC on the 1st floor, and the others on the ground floor.I also would like to say that I cannot afford to replace any parts unless I can RMA them, or you are 100% sure that they are causing all the issues.

Here is a speed test between the relevant PCs (using LAN_Speed_Test and a 20Mb file):

Server to Playroom PC= 692Mbps              279Mbps

Server to HTPC           = 68Mbps                 73Mbps

Server to Gaming PC  = 69Mbps                  59Mbps

 

The video files I am trying to stream range from 1GB to 12GB with most being around 4-7GB. I worked out the other day that I should- with those speeds be able to stream 5 and half videos at once- but I can barely do one.

Any help would be much appreciated!

The powerline connectors are probably the ones causing the slowdown.

I'm just guessing here but it might be because there are three connectors running off of only one, try disconnecting all but one and try stream a video.

If that helps it's the adapters fault and you probably have to change your network connections.

I'm just guessing here but it might be because there are three connectors running off of only one, try disconnecting all but one and try stream a video.

I'll try that in the morning, so do you mean the speeds I got would be divided by three because there's 3 coming off the router one? Would adding another to the router help? -I have a spare one

Yes the speeds are probably getting divided by three. You could try adding another one but i have absoloutly no idea if it will help since i have no exact knowledge on how powerline network works.
