 I have HP Pavilion 15-au170tx with Specification of i5 7200U, GTX 940MX, 8GB 2400 Mhz, 256 GB ssd. I bought it 2 years ago but now I have been having an issue few days back that my CPU goes to 100% and GPU utilization stays just under 50-60% even sometimes 0% and this happens only in games. I tested on GTA 5, Crysis 3 and even PUBG mobile and that game is lagging too. Installed drivers multiple times and even installed windows 10 using media creation tool. I used different benchmark to see if my CPU And GPU are ok and they are, GPU Is using 100% giving a score that matches it's performance and CPU too. I don't know what I can do and I really need some help fixing it.

What are the temps of the CPU and GPU during gameplay?  Idle?

If it is thermal throttling, the clock speed will be very low, and the CPU usage will basically always be pegged at 100

Do you think If I Limit the power of my CPU by decreasing Core Voltage Offset by -0.005 and reducing some clock speed. Can it fix it that.

5mV won't do anything. Even 100mV won't help when the whole thing is chock full of dust and cooking itself

One is highly possible.
Second one is partially True. But It works on playable frame rates before.

Because the CPU wasn't running at critical temperatures before.

Clean it with an air compressor or blowing-capable vacuum and apply a decent thermal paste solution - TG Kryonaut or Arctic Silver 5 if Kryonaut is expensive for you. Till then, avoid cooking the laptop with games.

Voltage tuning (more than .005) and some fresh thermal paste could help a lot. Even if it doesn't boost the clocks, it'll help the laptop last a bit longer.
