Preinstalled GeForce experience an Visual C?

Does anyone know if laptops can come preinstalled with GeForce experience and Microsoft Visual C drivers? Just booted up a new laptop and found both of these dated january 10th 2020. Wondering if it might be an indication of a used laptop.

Depends on the manufacturer but usually geforce experience is installed along with the nvidia drivers. Visual c drivers are a part of windows so kinda obvious that those are also on there.
