I am currently using an Intel i7 3770 k.

Today I saw an Intel i7 8700 k on eBay for 220€ idk in dollars. Should I upgrade? And if, can someone recommend a cheap mainboard?

 

my “rig”: GeForce gtx 1070,   2x4GB Corsair, 2x4GB Gskill ddr? ram I found in the trash, Samsung 1000 GB Ssd and some old HD’s, 620w psu cooler Master, Intel i7 3770 k

this is the cheapest current gen i7 on german pcpartpiker, is the german market relevant?

a used i7 for that price actually looks really good. If you go with a cheap B365 motherboard, assuming overclocking doesn't matter to you, then you should be good to go.

In 3DMark my cpu did very “well” with an average of 13 Fps, I don’t like Ryzen CPUs (Personal causes) and my budget is 220€ for the CPU and around 80€ for a mainboard. Country: Austria.      And I do like overclocking

Ya but is the in game performance fine? because benchmarks don't matter, and if it's a CPU physics or rendering test thing, then basically any CPU is going to look bad.

 

Ryzen 3000 gets you the same performance for less money and has the nice soldered IHS for 10C-15C lower thermals out of the box.

Unfortunately if you insist on going the intel route, you'll need a new mb. Your specs arent that bad...only upgrade if it no longer provides the performance you want with new titles.

The specs are might good but with this pc it’s normal to get 4-5 Bluescreens in 2 hours, random restarts and game crashes when playing heavy games like cod mw, but it even crashes when I am playing Minecraft or Csgo  so it sucks. Another question: Would you recommend an Amd ryzen 5 3600x for 220€?

I just did a build for a friend using the R5 3600x and its fantastic.  I'd highly recommend it.  As mentioned before, you'll obviously need a new MOBO and most likely need new RAM as well.  If you don't have an AMD mount for your CPU cooler, you should be okay because the 3600x comes with a decent enough cooler until your budget opens up a bit more. 

 

The great thing about AMD's AM4 socket is that you have a pretty wide range of Motherboards to choose from, depending on your need.  The MSI B450 Tomahawk has been a favorite for a lot of people.  You will want to confirm with whomever you purchase it from that it's ready for Ryzen 3000, I believe most of them are shipping with the updated BIOS now, but just make sure.  For RAM, 16GB (two 8 Gig sticks)  DDR4, 3200 speed or faster will get you a solid experience with Ryzen.
