Please Help! New PC Build can't install OS. Keeps rebooting.

Hello,

I just finished building my 1st PC yesterday and I can't figure out why Windows won't install and the PC keeps rebooting. Here is a list of the parts I used:

• AMD Ryzen 5 3600 3.6 GHz 6-Core Processor

• Asus TUF GAMING X570-PLUS (WI-FI) ATX AM4 Motherboard

• G.Skill Trident Z RGB 32 GB (2 x 16 GB) DDR4-3200 Memory

• Samsung 970 Evo Plus 1 TB M.2-2280 NVME Solid State Drive

• Gigabyte GeForce RTX 2070 8 GB WINDFORCE 2X Video Card

• NZXT H510 ATX Mid Tower Case

• Cooler Master MasterWatt 750 W 80+ Bronze Certified Semi-modular ATX Power Supply

Assembly of all those parts went smoothly.

Then I plugged the power supply, keyboard and monitor. The PC booted in the BIOS as expected:

• RAM properly detected, running at 2133MHz by default

• CPU properly detected

• SSD properly detected

I created a BOOT Windows USB drive with my laptop and then tried to install Windows. This is where the problems started. The BOOT sequence LED on the Motherboard shows the right sequence and then goes to green (which should mean everything is fine). Then, the monitor shows the "TUF Gaming" Logo for about 30 seconds and then the PC reboots. If I don't touch anything, it will reboot like this forever. Following this here are the steps I did to debug the problem:

1. Tried a different USB drive with a BOOTABLE Windows

2. Tried downloading a ISO of Windows and install it with Rufus on different USB drives

   1. I did all the possible configurations in Rufus

3. Changed the BOOT config in BIOS

   1. UEFI/Legacy OPROM

4. Tried all the different USB ports on the PC

5. Tried using a USB drive with BOOTABLE UBUNTU

6. Tried updating the Motherboard firmware (was on 1404, now on 1405)

All those steps lead me to the same result, the PC seem to lock up and reboots.

My next debugging phase was more a hardware approach:

1. Unplugged all unnecessary fans and RGB

2. Removed PSU extension cables

Those steps ended up doing the same thing

Then, I tried removing one of the RAM sticks

1. With this change, when booting, I can see the Windows Logo show up for about 30 seconds. But then the PC reboots again.

2. I tried the UBUNTU USB drive with the same config and the PC ends up rebooting as well after showing what looks like a UBUNTU install startup page.

So, I am kind of at a lost now. I don't know what else I could try to make this work. I don't have a seperate SSD or PSU to try. I don't have another CPU or motherboard either. Anyone has any idea of what could be the issue here?

Are you using XMP with your ram? I’ve had issues that were resolved from switching to XMP 1 to XMP 2.

the one time i had this happen to me i tried replugging the usb headers in the motherboard, try using different usb ports, use the front panel or MOBO ones.

Are you going into the boot menu and manually selecting the USB drive or are you just trying to have it boot into the USB automatically? If you just plug the USB in and turn the computer on and just let it boot, sometimes the bios settings prevent it from auto booting into the USB, you need to hit F12 or F11 on the keyboard while its powering on to get to the boot menu and manually select the USB drive with the Windows install on it.

Thanks for your suggestions. I tried enabling the DOCP in the bios with no success. I also tried every single USB port and eventually unplugged all the front USB connection along with all RGB. I am also using the USB drive as the BOOT device. Another suggestion I had was to try another Harddrive, which I did with a SATA HDD from my NAS. This wasnt successful either. Any other suggestions?

If nothing works, install windows on another pc and then move the ssd/hdd to your pc

I did successfully install Windows on the SSD on another computer and reinstalled it back in my new PC. However, I get to the same point... The Windows Logo shows up (booting from the SSD), then after a few seconds the systems reboots. I have tried every possible combination of RAM placement (single/dual in all RAM slots) and its always the same behavior. I also tried changing the graphics' card PCI slot without success.

Now, I don't have access to other DDR4 RAM DIMMs or other motherboards.Since I have 2 RAM DIMMs, I suspect its not the RAM since it would mean both failed.

I am wondering now if it is the CPU, Motherboard or RAM. Any insights?

I'm having this exact same problem with an Asus Tuf X570-plus (not the WiFi version). I've tried all the same things you have and am getting the same results. It starts to boot from the USB drive the Windows installation is on and the reboots.
