Pc boot loop fix?

I had to downclock my system that is a 3600 in a b450 max with the bios it came with to stop it from bootlooping. Is this a chip problem or a cpu problem. Side note in the past I had to down clock my ram to 3000 to run

Chip problem or CPU problem...? Chip is usually used to refer to the CPU so not sure what you mean there. As for having to down clock the cpu, it could be either the cpu or motherboard. If possible try using either a different cpu or motherboard, or RMA one of the 2. As for the memory, it's probably a problem with the ram. I had the same problem and replacing the ram with a different brand fixed the problem for me.

Sorry I meant mother board. The cpu will not boot up at 3.0 ghz or above. Could a bios update help. It seems if it is a hardware issue then I am stuck with it for a while as I bought all parts recently
