My English isn't perfect so I hope that somebody will understand and help me, because im feeling crazy...

CPU - Ryzen 5 3600 (+ Fortis 3)

MOBO - X570 TUF GAMING PLUS

GPU - GTX 1070

Ram - Crucial 16GB (2x8GB) 3000MHz CL15 Ballistix Sport LT Red

PSU - Chieftec 700W (GPS-700A8)

I have microsutters ( I don't know how to call that :x) in everygame, in league of legends I had moments when my fps drop from 75 to 72 with lag... and that was usually every 5 or 6 minute im not sure now, beacuse I uninstalled lol week ago :D
Same has happend in Warframe, CS:GO and now in COD warzone, only Hunt Showdown works fine for me

What I've tried:
Set ram to default
Set CPU to 4.00 with 1,36v
Test ram with memtest
Test ram with windows Diagnostic
Test CPU and GPU with benchmarks like: OCCT, Heaven Benchmark, superpostion benchmark and... nothing?|
Test my disk with crystaldiskinfo, nothing
Update Windows
Update Drivers
Update Bios
Update Chipset
New Windows installation...

CS:GO - (only start part)

Ram in slots 2 and 4? Docp enabled in bios? What storage do you have?

Yes I forgot to mention, that I changed slot from 2/4 to 1/3 but that didn't help too so I comeback to 2/4 slots.
By storage you mean disk right?

Disc SSD Patriot Spark 128GB SATA3 for games like lol or warframe, but I tested games on both discs
GOODRAM 480GB 2,5'' SATA SSD Iridium PRO System and games...

If the ssds are close to 100% full, they get very slow and may make games stutter
