FPS and Refresh Rate drops

I'll start with my specs, then my issue...

I9-9900k no OC

ASRock z390 taichi

G. Skill trident z 3200 ram.. 2x8gb

Evga rtx 2070 xc ultra

Kraken x72 aio

Corsair 850 psu

Acer Predator z321qu monitor

So here is my issue. It had taken me a bit to get everything up and running, went a whole day having amazing FPS and constant 165hz. Played a few rounds of Fortnite, played some COD warzone for a few hours, not a single issue. 

The next day, not only did Nvidia put out the new update 442.59, windows had a new update as well. 

As soon as these were done, went to load up some COD and immediately, frames were non-existent and refresh went all over the place. Load screen flicker, stutters, just flat out poor performance. I did alot of research and there is absolutely NOTHING I can find to start trouble shooting. I even went to the extent of doing a fresh windows install and diddly. Any assistance would be amazing as there is no point is having a decent setup and basically have it rendered useless because of some stupid updates.

And to add, no OC on my GPU. Just normal clock boost. I even went thru after the update to see if there were any changes in GeForce, I just had to adjust the refresh and enable G-Sync to windowed and full screen mode.

having the same type of issues atm rtx 3080 updated iwth the latest driver and monitor is 165 hz dell s2721dgf

it's been months have u come up with any kind of a solution?
