Ok, the title is a bit generic, but here's the detail.

So a friend decided to build a PC, he can't afford new parts so with few friends we gave him parts, I gave him the processor, the i5 3570K and 16gb of DDR3 RAM.

He bought a used motherboard on eBay, the MSI Z77-A-G45.

 

When he received all the pieces, he started to build, the problem is, when he wanted to do a POST test, the motherboard never POST. I tried troubleshooting remotely but none of them worked. He came to my place for extensive troubleshooting, plugged a buzzer on the MB and hear what it have to say. 3 long beeps. According to some forums and documentation, it's either RAM or BIOS ROM. I have the same platform so I tested the processor and the RAM on my P8Z77-V and worked flawlessly.

Tried each RAM modules on each ports and same problem. 3 long beeps. We tried BIOS reset and BIOS flashing but it did nothing.

 

Did we tried everything ?

 

Also, the socket look like it was damaged but repaired, I suspect the repair to not be functional and sold like this and of course was not specified in the ebay ad. My friend filled a refund but the seller refused, saying he didn't know what my friend did to the MB. Is there a way to get the refund or he need eBay to take a decision ?
