A power supply should have nothing to do with how long a PC takes to turn on. That is mostly affected by your storage. Since you say it takes so long, I assume your OS is on a hard drive, maybe even a 5400rpm one? If you are looking for fast boots times, buy an SSD to put your OS on.

That being said, if you do have an old PSU it can't hurt to upgrade.

unfortunately Core reviews are yet to hit, so all we have is internal shots

it looks like a downgraded focus, but performance compared to it is still unknown

I mean I've never heard of a power supply taking long to deliver power... I am no expert on the exact inner-workings of a power supply. But to my knowledge they should pretty much instantaneously deliver power from the wall. They pretty much just deliver the power to the motherboard which then takes care of the startup procedure from there. The only difference a good vs, bad power supply has is the quality of that power, how efficiently it delivers it, and how much it can deliver.

A long startup of components is probably related to your motherboard bios since nothing turns on until after it has completed its startup checks. And I believe this would only be remedied with a new motherboard, or possibly faster storage as well.

Well if you tested with a new powers supply and that fixed the issue than that would mean it's the issue. I have no idea why but I stand corrected. For your system I imagine any Corsair power supply would be fine.
