well that gives you a list of gpus under 300 based on ratings so i guess it should be easier to further shrink the results

this is kind of hard to help because memory, power draw, and performance are basically determined by Design, Performance, Power-draw, Durability, Size and Cooling. so its hard to think of a few, I do know linus made a video basically doing your work for you in which he made a list of the best GPUs of 2019 at different price ranges based on a few of the factors listed.
