Can you give us details as to what lagging means?  Stuttering in games? Low FPS? Huge 3 second stops in games?

We need a lot more information as to what is going on before we can diagnose.

the entire pc lags (stuttering mouse, long load times in browser and accessing drives, copy and pasting slow down, even typing right now feels chunky and delyed)

From what we know, it could be a lot of things, aswer those questions:

When you reinstalled Widows, was it a clean install? on a clean SSD?
Do you monitor system temps?
How old is the GTX 970?
How old are the SSDs?
IS the system OCed?
What kind of CPU cooler are you using (Stock, air, AIO, custom?)

Are the HDD in RAID config?

At what time are the slowdowns what's happening?

Spoiler

CPU Ryzen 5900X - Motherboard Asus ROG STRIX X570-E - RAM 16GB of G.SKILL NEON 3600 -

I had similar issues once with my current R5 1600X, and for me windows updates got me partly there, but until i did a Bios update, that when the problems went away. Although a BIOS update usually solves system stability error, i had noticed less lagging in games, less frequent game crashes, screen stuttering. So maybe give that a try?

Also you give have a bad GPU driver, although i'm not familiar with the Pascal series of cards. But worth a driver rollback or update if you haven't done so.
