The paste is good if you already have it. If you don't, you're better off getting a better cooler to begin with instead of buying different thermal paste. The paste included with most coolers including the Hyper 212 Evo are is fine. The motherboard uses standard 115x mounting holes so there are probably many cooler options that work.

How long do you stress the cpu when testing for fan speeds? It could be that the fans aren't set to ramp up immediately to make the noise less noticeable.

What's the max rpm of the stock fan? If it's fairly high, that could explain the relatively low idle speed for the NF-A8. Have you tried using software like SpeedFan?

I managed to install a Cooler Master Hyper 212 EVO with Noctua NT-H1. I had to cut a bit out of the side panel for it to fit, but it works and the temps are staying under 80.

CPU Core Temps are sometimes spiking above 90 degrees when under load during games. Noctua NF-A8 PWM will not spin properly when plugged into CPU Fan header, spins fine with SYS Fan header. so the fan is not defective. Stock fan runs fine. There are no fan controls in the BIOS and SYSFAN doesn't work either. Is the PWM version the wrong version for a CPU fan? Should I replace the entire stock heatsink/fan/thermal paste with a Noctua L9i or will I just have the same problem when it is plugged into the CPU Fan header? Should I just part it out and start fresh with a new motherboard and case?

How's the fan not spinning properly? Does the fan move at all? Does it start spinning with a push?

You mentioned the NF-A8 spinning with the sys_fan header but also mention sys_fan header not working. How's it not working?

What cooler are you using?

When plugged into the CPU-Fan header it spins properly momentarily on startup, then reverts to a very slow speed and never ramps up when needed. When plugged into the SYS_Fan header it spins at proper speed, hence the fan itself is not defective. Either the fan is the wrong version for the CPU_Fan header to control properly, or the motherboard just doesn't like any non-stock fans plugged into the CPU_Fan header. When I mentioned that SYSFAN doesn't work I was referring to the software for fan control. I am currently using the stock Intel cooler, which I find inadequate. Someone on reddit claimed they successfully installed a Cooler Master Hyper 212 EVO in the same system, so I may try that along with some Thermal Grizzly Kryonaut paste.
