In certain games I will get low gpu ussage 30-70% all though the games arent very stressful to run for some reason my pny 980 struggles with them.

 

First - my drivers are at their latest version and i dont use beta drives (also my pny card is a reference cooler design)

 

second - My cpu almost never in any game gets to 100% (i5 1600)

 

thrid - in a komboster I get 100% gpu ussage at max temps 

 

fourth - yes v sync is off

What about a frame rate cap?  Some games have built in frame rate caps.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I dont understand the issue... you are getting low GPU usages on games that are not demanding but then you say your gpu struggles while not being 100% in use means the opposite.. could you clarify? 

 

Also please name the games in question and the framerates you are getting. Thanks

I am sort of having the same issue as you except that my GPU is 2 years older and is a AMD radeon HD 6700 series that I am going to be replacing very soon. your issue might be that you are running an out of date CPU and GPU since a lot of games now are requiring you to have an 7 or i7 with 8 cores and a GTX/RTX 1070 (or equal for AMD) as minimums to run the game.

What exactly is your issue? why you think its the same? 

Dont get me wrong I just think that OP didnt explain his issue well enough and I am surprised you could understand what happens so I ask you incase you noticed something I missed or you didnt understand either and confused yourself while doing that :P

well my issue is sort of 2 parted. part 1) is that my computer screen will run slow or freeze sometimes in which I will have to restart the computer. while playing gold rush the game in one small section of the map the game runs normally like it would but when I get to another section the game runs at about 20 frames per minute not second. part 2) is that I have my monitor hooked up by HDMI cable and when switching from one to the another to watch TV or play on my console and then switch back to my PC the screen would be black. I contacted geek squad, the card manufacturer and a few other computer support chats and they all agree that my GPU is going out.

 

the issue could be like I said too the CPU is an ryzen 5 1600 when the new CPUs are in the 3000s and most games now require at least in the mid 2000s to run at the minimums let alone as the recommended. and the GPU being a GTX 980 which was released in 2014 (don't know when they got their computer) but for the exact same reasons that most games or programs now require a GPU from around 2017 to run as a minimum.

 

my CPU is newish as I got it in a build from Nov. of 2018 and only the GPU is old being from a Dell XPS 8300 I bought as a pre built all around computer back in 2012. so I think OPs main problem is that the parts are just old and are nearing the end of their life so its time to replace them.

I know the poster is not OP. I am saying what I think OPs issue is as I think I have been having the same issue. read the posters first post, then my first post, then papajo replied to my first post and then I just replied back to them.

They don’t sound the same.  The OP was talking about under 100% gpu and cpu usage.  You’re talking about stutters and freezes.

most of the people on here know way more about computers than I do, its one reason why I am here I want to learn because I am upgrading my GPU and want to make sure I don't get the wrong card and etc.. so I am guessing what OPs issue is based on the first post in which the poster said.

OPs CPU is only 3 years old this year but with all of the new Ryzen CPUs coming out as 3000+, so its already way out of date. the second issue is that OPs GPU is from 2014 so its just nearing the end of its life and they all start to fail if different ways. my GPU us from 2012 when I bought my computer as a pre built all around computer and it worked for a while but in some games on even the lowest of settings I will get the stutters and freezes OP is mentioning and this continues sometimes into just the normal desktop functions like typing on the internet or watching a youtube video.
