Programming Build

I'm trying to build a pc for my friend study/work programming and do some light gaming. I don't really know what is really important for a programmer pc (CPU core vs frequency, importance of RAM, necessity of nvme speeds, etc) so I need help from the programmers here. He works with Linux and plans to play mostly League of Legends and modded minecraft. He's budget is around $1500.

What do they program? What kind of software?

He is just starting programming at college, so he wants a pc that can last a bit and does well with most of the software. But I think is mostly code stuff.

Sounds to me like a powerful laptop would serve him better.

When I was going through my computer science undergrad and grad programs I was never "at home" always in a lab, library, professors office, etc. and my laptop never left my side. I didn't even own a desktop till I graduated.

Something like this would last 4 years easy: https://www.amazon.com/MSI-GS75-Stealth-413-GTX1660Ti-Thunderbolt/dp/B07QF66XK4/ref=sr_1_6?crid=3ECOM7VRAQO59&keywords=msi+gs65+stealth&qid=1583341346&sprefix=msi+gs65%2Caps%2C210&sr=8-6

Or if he wants even more gaming prowess:  https://www.amazon.com/MSI-GE63-Raider-RGB-600-i7-9750H/dp/B07QC4H5B6/ref=sr_1_14?keywords=msi+raider&qid=1583341420&sr=8-14

If he doesn't care for gaming performance something like this has much better battery life and still strong enough for education: https://www.amazon.com/Ultra-Slim-i7-10510U-Innovative-Screenpad-UX434FLC-XH77/dp/B07YZ1MK99/ref=sr_1_6?keywords=Asus+zenbook&qid=1583341497&sr=8-6

If the friend will be living at home the aio cpu cooler can be replaced by with something like an NH-U12S. I've in lured an aio presuming that the system will get moved several times a year.

The onboard Wi-Fi includes Bluetooth. Handy for phone and other device integration.
